ABOUT BASIX / NatHERS
An important part of NSW’s development application process
BASIX is mandatory for all new residential developments in New South Wales and has been in place since 2004. The tool has been successful in promoting sustainable building practices and has helped reduce the environmental impact of:
- New residential developments;
- Alterations & Additions when over $50,000 in costs; &
- Swimming pools over 40,000 Litres.
The rating tool requires applicants to input information about their building’s design, materials, and features to calculate the building’s energy and water usage and to assess its overall sustainability. BASIX provides a score out of 100, which indicates how environmentally friendly the building is. The higher the score, the more sustainable the building is.
BASIX provides specific targets for water usage and greenhouse gas emissions, which are based on the building’s location, size, and features to ensure that the building meets minimum sustainability standards and reduces its environmental impact.
Sustainable Building SEPP 2023
Under the Sustainable Buildings SEPP 2023 policy, higher BASIX thermal performance and energy standards will be applicable to all new residential buildings across NSW, except for homes in North Coast climate zones and small apartments of up to 5 storeys.
What has changed?
Green Electricity Recognition
Electricity from a greener grid is recognised by the standard, improving performance of electrified services, with gas fired systems now performing worse (hot water heating for example)
BASIX Materials Index
Requirement to disclose embodied emissions attributed to building materials and services. This will allow NSW Planning to use the data collected to inform future benchmarks across the state.
Removal of Star Rating Equipment
To encourage projects to improve building façade and energy systems to achieve BASIX energy standards
Outside of NSW? Whole-of-Home Assessments
If your development is located outside of NSW, a NCC NatHERS Whole-of-Home assessment will be required to calculate energy and GHG emissions.

Achieving alignment with a 7 Star NatHERS Rating (previously 5.6 – 6 stars).
All-Electric?
All electric homes can achieve higher BASIX standards

BASIX water standards remain unchanged
